I have to open air pre-boil before filtration or distillation to get rid of most of the chloramine. its evaporation range crosses that of water, so some of it gets carried through distillation. and I can't afford a solid carbon block filter or Berkey, which are the only ones I've seen rated for chloramine
We have a whole house carbon block filter (which regularly backwashes) prior to distillation, something I invested in thirty years ago as I am chlorine sensitive.

chlorine and chloramine end up creating formaldehyde in public water supplies too as one of the decomposition products.
used to be able to let water sit out and the chlorine would evaporate. but chloramine doesn't, and turns into other toxic VOCs instead
Yes you need a good water filter to be able to drink it safely.
